3rd NORTH EAST FIDE RATED CHESS TOURNAMENT 2009-10

VENUE : MUNICIPALITY BUILDING, MUNICIPALITY ROAD, AGARTALA.

TOTAL PRIZE FUND : Rs. 100,000.00 (Rupees One Lakh ) only.

Under 15 Boys and Girls : 1st Prize Rs.1200/- each. 2nd Prize Rs.800/- each
3rd Prize Rs. 500/- each.
Under 19 Boys and Girls : 1st Prize Rs.1200/- each . 2nd Prize Rs.800/- each
3rd Prize Rs. 500/- each.

A player can win only one prize. Age proof is must to claim Category Prizes

TOURNAMENT SCHEDULE
ARRIVAL : 4th January, 2010.
REGISTRATION OF PLAYERS : 4th January, 2010 till 6 P.M.
INAUGURATION : 4th January, 2010 at 7 P.M.

Entry Fees : Ordinary Rs.600/- Special Rs.800/-.

Eligibility : a) Total 15 ( fifteen ) players from each State Association of North East India (under NEC ) can take part in the tournament except host Tripura. The host state can field unlimited players. If any Association fails to send its full quota, the vacancies so caused will not be filled.
b) Any player of North Eastern India who remits the Special Entry fee of Rs.800/-. All entries including special entry must come through the concerned State Chess Association.

LAST DATE OF ENTRY : 27.12.2009. Rs.100/- will be collected as late fee for entries received after 27.12.2009, however no entry will be entertained after 6 PM on 04.01.2010. All entry fees should be remitted by Demand Draft payable at Agartala favouring All Tripura Chess Association , C/O P. K. Choudhuri, Uco Bank, Central Road, Agartala – 799001.
Lodging : Dormitory lodging will be provided to players and one official nominated by the concerned State Chess Association free of charge. All other accompanying persons should make their own arrangement for their stay

Registration : AICF registration fees of Rs.250/- for the year 2009-10 is compulsory for all participants ( exempt for those already paid this year if proof shown ) and will be accepted at venue.

Tournament Committee : The Chief Arbiter, two members from the different participating Associations and two members of the host Association will serve as the Tournament committee.
System of Play : The Championship will be played under FIDE’s Laws of Chess and the Swiss system. Totally eleven rounds shall be played unless otherwise decided by the Tournament Committee.

Session : The rate of play shall be 90 minutes with an increment of 30 seconds per move from move No. one. In the absence of digital clock the time control shall be 2 hours each straight finish.
Chess Clocks : Each participating State Chess Association must provide at least one clock in working order for every two players entered into the Championship.

Tie Break : Buchholz tie-break system will be applied.

Appeals Committee : Before the commencement of the tournament, a five member committee of Appeal with two reserves shall be formed from amongst the senior participants and officials present at the Manager’s meeting to be held at the venue on the Inaugural day . All the members and reserves shall be from different States. No member of the committee can vote on a dispute in which a player from his own States is involved and in such case the reserve member(s) shall take his place in the committee.

Protest : protest, if any, against the decision of the Chief Arbiter shall be made in writing with a protest fee of Rs.500/- within 30 minutes of the occurrence of the incident. The protest fee will be refunded if the appeal is upheld.

Disqualification : No participant will leave the venue before the Prize Distribution function without the permission of the Chief Arbiter. The participants disregarding this rule are liable to be placed under suspension for one year.

Interpretation : For interpretation of the rule(s) and deciding any point not covered by the above rules of the tournament, the decision of the Tournament Committee shall be final and binding on all. The Tournament Committee has every right to make any addition or amendment to these rules, without notice. Such changes will, however, be displayed in the tournament hall.
